PRIOR INFORMATION NOTICE/REQUEST FOR INFORMATION (PIN/RFI)

Manx Utilities wishes to explore the market to identify interest from experienced contractors and supply chain partners for the delivery of the Garff Wastewater Treatment Works scheme.

Project Overview

Manx Utilities is progressing a major capital infrastructure scheme to deliver a new regional wastewater treatment works serving the Garff area (Laxey and Baldrine catchments). The project will provide modern wastewater treatment facilities, ending the current discharge of untreated sewage into Laxey Bay and delivering significant environmental benefits to the marine environment.

  • The proposed works include:
  • Construction of a new Wastewater Treatment Works (WWTW) at the Axnfell site.
  • Associated pumping stations.
  • New sewer pipelines and rising mains connecting the catchments.
  • Ancillary works including site infrastructure, landscaping, biodiversity enhancements, and outfall integration.

The scheme is currently at the planning stage. The planning application (reference 25/90738/B) has been submitted and is live on the Isle of Man Planning Portal: https://pbc.gov.im/online-applications/ (search by reference). This is a significant, complex civil engineering project with substantial Mechanical, Electrical, and Instrumentation (M&E) elements. Interested Contractors should consider the range of skills and the capacity required to deliver the scheme - Joint Ventures or Prime/Sub arrangements will not be discounted. Given the scale and specialist nature of the M&E works, it is anticipated that local Isle of Man contractors will likely need to partner with UK or specialist firms for key packages. Manx Utilities is keen to understand market capacity, capabilities, and innovative approaches to delivery.

Responding to this Prior Information Notice/Request for Information
This PINJ/FI is being issued to give the market early visibility of the upcoming opportunity and to gather information on supplier expertise and interest. It is not a competitive tender and does not commit Manx Utilities to any procurement or award of contract.
Interested parties are invited to submit a brief overview of their company/organisation and relevant experience. Responses should cover (but are not limited to):

  • Company profile, size, and core capabilities.
  • Experience of delivering similar wastewater treatment works, pumping stations, or major sewerage schemes
  • Include brief project summaries with values, timescales, and outcomes.
  • Approach to working in the Isle of Man market, including any existing presence, supply chain, or partnering approaches/experience/considerations.
  • Any initial thoughts on opportunities, risks, or innovations relevant to this scheme (optional at this stage). Please note that significant deviation from the submitted planning application documents will not be possible without significant delay to the programme.

Manx Utilities may invite selected respondents to information/presentation sessions for further discussion. Not all respondents will necessarily be invited to meetings.

By responding it must be understood that, at this stage, Manx Utilities are only exploring options. No commitment is intended or implied, and this RFI may or may not progress to a formal procurement exercise; and in any case, the eventual procurement exercise will be ‘Open’ competition. Manx Utilities is not under any obligation to issue invitations to tender to responders; nor is this exercise intended to result in a select list for the future tender.

Please be aware that neither Manx Utilities, nor any other part of the Isle of Man Government (or assisting organisations), will accept any liability or charges for expenses or losses incurred by any interested party as a result of responding to this enquiry.

  • Select this exercise from ‘Current Tenders’ and click ‘Express Interest’.
  • Complete the Form of Acknowledgement (FoA).
  • Upload your RFI Response document.
  • Submit before the deadline.
